Working Papers

The EMPOWERS 6 working paper series are intended to provide background and consolidate the experiences gained while developing and implementing tools for participatory, pro-poor, and stakeholder-led development and management of water resources. These working papers acted as the pre-cursors to the EMPOWERS main publications (Guideline to water governance, the Guide to Process Documentation, and related books).


ArticleWP #1: EMPOWERS Vision and Approaches

This Paper provides an overview of the conceptual background and main approaches of the EMPOWERS Partnership Programme.  It also provides a vision about how the approaches and methodologies developed, contextualized and tested during the course of the project could find continuation in the countries it is working in.  It is a vision that is assumed to contribute to a situation in which IWRM is feasible and desirable in terms of equity, economic efficiency and environmental sustainability

ArticleWP #3: EMPOWERS Participatory Planning Cycle

The aim of the planning cycle developed by EMPOWERS, is to support stakeholders at local and intermediate levels in making the essential decisions to develop and manage their water resources as it would lead to more equitable, efficient and sustainable water resource management.

This working paper describes the conceptual background and implementation of the EMPOWERS participatory water planning cycle (PWPC).

ArticleWP #4: Visions, Scenarios and Strategies

This working paper describes the approach to developing future visions of water resource management, and of using scenarios as a tool to analyse key factors affecting the vision.  The scenarios developed are in turn used as a basis for identifying potential strategies and plans to achieve the vision that are feasible and desirable in terms of equity, economic efficiency and environmental sustainability.

This working paper discusses the role and importance of water resource assessments in integrated water resources management and, more specifically, as part of the EMPOWERS planning cycle.  The paper provides also an overview of the steps that can be taken when implementing a water resource assessment.
