Overview of the EMPOWERS Partnership Programme
2003 - 2007
During the last four years, the EMPOWERS Partnership Programme has been developing and piloting innovative methods, tools and technologies for improving local water governance.
This brochure provides a brief overview of the approach developed by The EMPOWERS Partnership and a description of the piloting that has taken place at the village, district and governorate levels over the duration of the project, from Sept. 2003 to August 2007.

The Euro-Med Participatory Water Resources Scenarios (EMPOWERS Partnership), is a four year regional programme working in Egypt, Jordan and West Bank and Gaza.
The EMPOWERS Partnership ambition is to improve long-term access and rights to water by vulnerable populations. It is doing this through a participatory water planning & management process with all stakeholders.
By stakeholder dialogue and concerted action it will enhance vertical and horizontal linkages, information flows, empowerment and decision making at all levels, including local communities. The result will be integrated water resource development & management at the community and district level.
EMPOWERS is a result of collaborative partnerships among a number of international organizations, as well as, national organizations in Egypt, Jordan and the Palestinian territories of the West Bank and Gaza
