IRC

The International Water and Sanitation Centre (IRC*) through its Knowledge Development and Advocacy section, will take up a leading role in the implementation of EMPOWERS.

IRC has experience in developing decision support systems or scenarios, strength in participatory evaluation, and expertise in information dissemination and use of media, and is a training centre for use of the EC Water Resource Management Guidelines[1].

In EMPOWERS, IRC will:

  • Provide advice on the structure and scope of the project.
  • Provide advice on the development of methodologies and models (particularly scenario building) for use at governorate, district (or equivalent) and community levels, and the integration of drinking water supply into integrated water resources management.
  • Develop a practical model for integration of local “micro” scenario building into national and regional planning initiatives.
  • Provide advise on the design of pilot projects.
  • Take the lead in developing the monitoring and evaluation system for the project overall, and provide the research framework to rigorously assess the impact of the tools that are developed and used.
  • Provide oversight, advice and support for training and for the dissemination and exchange of information throughout the project.
