The National Water Research Center (NWRC) - Egypt

An important goal of EMPOWERS is to realize an effective and replicable planning approach for Integrated Water Resources Development & Management (IWRD&M) based on participation of all stakeholders (including end-users at the village level).

To ensure that such a participatory planning approach can be replicated and sustained, the project will have to identify the hosting institution(s) that can champion planning and implementing IWRD&M policies using participatory approaches as proposed by EMPOWERS. Ultimately the process developed should (when proven successful) be integrated into national water policy and implemented by Ministry of Water Resources and Irrigation (MWRI).

Until the process for participatory IWRD&M is mature enough to be adopted and implemented as a national policy, it is proposed that EMPOWERS will seek the support of The National Water Research Center (NWRC) as an intermediate host for participatory planning of IWRD&M. NWRC is the research arm for MWRI and is a pioneer in water research in Egypt. NWRC will play an advisory role to align strategic directions of EMPOWERS with national water strategies and policies to best ensure required sustainability and replication of EMPOWERS.
