In Gaza, the gap between consumption and availability necessitates a reconsideration of the adequacy of demand and supply management especially with regard to the imbalanced exploitation of groundwater.   In the West Bank, the same discrepancy between demand and supply is accompanied by a carefully controlled limited access to water.
